David Hall

David Hall

Dr David Hall is co-founder and executive director of Toha Network which is building digital infrastructure for nature and climate action. He is a climate action expert who works across public policy, sustainable finance and transitions design. He has a DPhil in Politics from University of Oxford and publishes widely, contributing to the 2026 essay collection, Kiwis in Climate – Voices for Climate Solutions in Aotearoa New Zealand, the newly launched Transition(s) Lab newsletter, and the 2019 book, A Careful Revolution: Towards a Low-Emissions Future. Other roles include Contributing Author to IPCC's Sixth Assessment Report (Working Group 2), Member of the Aotearoa New Zealand Sustainable Finance Taxonomy Technical Expert Group, Independent Specialist Advisor for the New Zealand Government's Inquiry into Climate Adaptation, and Member of Forestry Ministerial Advisory Group. He lives in Tāmaki Makaurau with his family.
